Level 20 is the embodiment of a new way of doing work. It uses a task based approach. The basic design is as follows:

In the Simplest form, a person or company has a task that needs performed. They can use this site, fill out a form that accurately describes the task that they need completed. Then they can use filters to set who can apply to take on this task.

Users of the site that are looking for tasks to perform can come here and look at what is available for them to work on. When they encounter a proposal that they qualify to bid on, they can Select the task (i.e. add it to a shopping cart,) then make a bid on doing the work.

The person that has the task available can use the site to look at the people that have applied to do the work, check out their qualification sheet (Generated by this site.) and evaluate which individual (or company,) should do the work for them. Once an entity is selected a formal offer can be made.

The contractor that made the bid on the task, can then choose to accept the offer or make a counter offer etc, until both parties have accepted.

During this process a contract will be drawn up that both parties can agree to.

Once that the work is completed to satisfaction, the contractor can be paid via this web site. Pay Pal etc.

Some of the sub functions of this page will be:

• help on getting users set up as independent contractors
• a 'milestones' application that will let both parties comment on how progress on a task is coming along so that there are no 'surprises' at the end of the project.
• a Rating system for those that do work, and those that offer work
• various sorts and filters based on job type, location, pay, qualification needs etc.
• some sort of 'premium' feature set which pays for this site. Or at least some level of use at which some recompense will be required.
• A profession that helps to coordinate complex tasks. (akin to a project manager.) Who's services will be acquired via the process described above. The only thing that will change is that the 'task' the CT manager will be hired to do would be to work with the entity that had the need of the 'complex task' (CT) in order to get it properly scoped and to make sure that the right individuals were hired to do the job. The CTM would also be responsible for making sure that the task was completed according to the specifications. The CTM would be rated on how successfully this was completed.
